WHMCS license would be issued , if you have a reseller account setup on either VPS / Dedicated Server & thus in turn reselling webhosting products. Also probably the most important rule for license program is that it is designed for web hosts to offer licenses alongside hosting services.
WHMCS licenses is never offered as a standalone item, and never offered to users who don’t also host with us. We offering the license , its our responsibility to ensure that any keys issued, are only used within your own hosting network, and not used on third party hosting service.
